2011 President's Message 

    
What is the future of W.S.P.C.A. and in what direction are we headed? This question is often asked by our members, and non-members. We have tried to bring about a stronger focus on training, and not just training, but practical, tactical training.   We developed a Narcotic Certification that is a strong test of narcotic dog teams and available to any agency.  We also held our first conference in Reno that was very successful and again provided practical training opportunities.  The next conference will take that to a higher level.  The handlers will hear the instructor in the morning session, and participate in its practical application in the afternoon with their canine partners. This years conference will be even better.    
 

    
     The trial season has kicked off and there are some new faces out there.  It is nice to see so many new teams. There are a couple of them you may want to watch out for as they have made themselves known early in the year. We welcome the new competition venue of Dos Palos.  The only agency I know where the Chief of Police works a dog.

 

     It appears that P.O.S.T. wants out of the Canine Certification business.  They do not have any desire to improve their Narcotic Dog Standards, and now they are not doing anymore P.O.S.T. evaluator courses.  This could place an extra burden on agencies to find people who are P.O.S.T. certified evaluators.  We are looking at creating a standard of our own and developing our own “evaluator” course.  You may see something coming out for review very soon. We invite each member to be a part of this certification standard.

 

     We welcomed two new members to the board this year; Gregg Tawney of Elk Grove P.D. and John White of Alameda S.O. Both of them bring fresh ideas to the WSPCA board. It is always good to get new blood involved in the leadership of W.S.P.C.A.

 

     It has been a tough year for law enforcement agencies across the country as well as locally. We lose a law enforcement officer every 53 hours in this country.  We have also had our share on K9’s lost in the last year. The loss of a partner is one of the most traumatic events that can happen to an officer/deputy.  In those cases this year where one of our members lost his K9, the outpouring of support was overwhelming.  It speaks to the character of the men and women who serve as canine officers/deputies.  That being said the WSPCA will once again be hosting the “Faithful Partner” K9 memorial ceremony this year for California K9’s killed in the line of duty.

 

    Remember, train hard and often, but be safe and strong.  Think practical and be tactical in all you do.  We will see you at the next W.S.P.C.A event.

2010 President's Message

     As we move into the second half of the trial season the end of the year trial draws closer.  The Reno Police Department has put together a very cool venue.  Their trial location is a multi-million dollar baseball stadium in downtown Reno. The banquet is held at the Grand Sierra Resort Hotel.  (This is the same hotel we are hosting the conference at.)

     The conference has a very cool line-up of presenters. We have put this event together for you the members of WSPCA.  There has been a lot of interest thus far, but only a few registrations.  We have a great host night on Wednesday alone that is worth making the trip for and will surely be a great time.  I have included the list of presenters below.  I hope to see you all in Reno!

2009 President's Message

   The year 2009 came to a close as fast as it started.  The board has faced some challenges, but we have over come those and continue to push ahead.  In 2009 the trial season kicked of in Stockton and so did the budget problems.  We ended the year in Alameda and I can honestly say the year went very well even with some intense heat.

   As we begin the year 2010 we do so with our very own Narcotic Certification.  This has taken some time to put together and the attorney just approved the final draft.  The criterion for certification officials has also been completed and we are gathering names of those interested in being officials.  The next step will be a class for this certification.

   We have gathered the names of those willing to serve on a by-laws committee and we will set up a meeting soon with those who are interested.  There are some changes that need to be made in our by-laws and it will require a vote of the association.

   Three board members went to Reno and met with members of Reno P.D.  They are very excited about being a part of W.S.P.C.A. again.  I believe this end of the year trial will be a great time.  We also met with staff of The Grand Sierra Resort Hotel and toured their facility.  We have since signed an agreement with them and the two day conference dates have been set for October 20 and 21, 2010.  The trial will follow on the 22 and 23.

   My goals for 2010 is to improve our bylaws, create a patrol certification that is more then a P.O.S.T. basic standard, create more training days, and have a successful conference and trial season.  I would also like to have a judge training day and see to it the judges are all on the same page.

  It sounds like a lot of work and it will be, but goals are something we set out to accomplish.  If we have no goals, we accomplish nothing.  The new website has some good information on it and there will be more to come.
